On the night of 13 January 2012, the cruise ship Costa Concordia struck rock off Isola del Giglio and settled on its starboard side against a submerged granite ledge. Thirty-two people died; a Spanish diver working on the wreck later died during the recovery, in February 2014. What follows is a commercial story wrapped around a human one โ€” and the second should not be forgotten while reading the first.

The wreck sat inside a protected marine area, so the approved plan was to remove it in one piece. In April 2012 the owner awarded the removal to the Titan-Micoperi consortium. The early estimate at award was at least $300 million โ€” expected to run higher โ€” and about twelve months. No ship of this size โ€” 114,500 GT โ€” had ever been righted this way.

It was less salvage than erection. A subsea platform was built for this exact seabed to catch the hull as it came over. Sponsons were fabricated to fit one damaged ship โ€” eleven of them on the exposed port side to drive the rotation, thirty in all by the time it refloated. After twenty months on the ledge at roughly 65 degrees, the ship was rotated upright across a single nineteen-hour operation that could not be rehearsed and could not be paused or reversed once it passed the critical angle. It held.

The wreck was refloated in July 2014 and towed to Genoa. The wider sequence โ€” righting, refloating, stabilising, transfer to Genoa and dismantling โ€” is reported at around โ‚ฌ1.5 billion; published totals vary with the scope included. It took more than two years, not the twelve months foreseen.

The โ‚ฌ1.5 billion was not an overrun in the ordinary sense. It was a number that could only be known afterwards.

Because a price for an operation no one has performed is not really a price. It is the commercial twin of the calculation the engineers themselves could not check before they started โ€” an estimate of something unrepeatable, committed to before anyone could verify it.

And the figure that governed the real exposure was never in that estimate at all: the daily cost of the spread's bespoke core โ€” the platform, the hull-fitted sponsons and the grout works, all built specifically for this wreck โ€” set against every day the operation took longer than the day nobody could have known in advance.
